Submitting RSS Feeds - What is best option?

What is the best option on submitting RSS Feeds? I was thinking aout Fiverr but then thought about how these guys spam the hell out in every Gig that it could lead to disasters.

So is auto software best option ? I have also seen some RSS feed submit sites.

Would like to know what is the best option?
