Can VCC resolve this problem?

hi everyone
I hava a paypal account that have been restricted
I sent to them everything, : my ID , my passport ...
and still nothing
I was wondering if I add a VCC on it , should that resolve the problem??

PS: if not and someone could help me I'll pay him 50 $ after the account is opened

Yes, i believe you can try.

Anyway look for a VCC that works with paypal. It must have inside some dollars. Blank doesn't work.

ah so with a VCC i can reopen my account
but where do i find those VCC ,
