***pal and facebook ads

I read in a post that we can put ad to fb using ***pal and than we can just leave the ***pal account without paying for the ads. I have few doubts here:

1) we want verified ***pal account to use with fb. How to verify it? Using vcc? Is balance in vcc is an issue?
2)Can't they take legal action on us? in the entire process, they will come to know one of our websites. Can't they get us using that info? Or they don't care?

In the nutshell can I create a FB ad account, attach a ***pal which is verified using a vcc. Put the ads and wont pay for the ads. Is it possible?

Yep, not sure its so much worth the trouble and effort, because you are limited to a small amount you are able to spend before they come to collect.

What if you use a proxy and new Facebook accounts for all of them? I suppose they'd notice if multiple accounts with the same scam kept campaigning for the same page though, huh?
