frisbees which end up hitting & disturbing people who are laying down.

Teenagers dig big ass ditches and bury themselves and the lifeguards have
to go dig them up, why the hell should a lifeguard dig up some douchebag from
his stupid action to bury himself, when there might be potential danger in the water.

Just like banning weed is logic to some people. Unfortunately, logic is not something that is shared on an even scale between people. Everyone has their own perception of logic, you are no different.

We can't go making new laws every time someone gets hurt over something. People just need to own up to the fact that people are going to continue to murder, have accidents, and generally do stupid shit.
