Where Should I go?

Thinking it's time for mini-retirement 2. Last one was a month in a beach house in Mexico. It's getting cold up in NY, so I'm looking into new places.

Costa Rica came to mind, but I don't know much about it.

I'm thinking about flying down to Houston, and then catching a flight out of there.

I speak Spanish, French, and English; so that opens up most of this hemisphere. I think I'd like to stay on this side of the Ocean, so anywhere in Central or South America would be fun. I'd entertain Mexico again, but wouldn't mind hitting a new country.

Requirements:

Solid Internet Connection
Reasonably Safe (for Americans, I could get my Canadian Passport though)
Native Language is 1 of the 3 I speak.
Within an hour of an international airport.

Preferred:
Cheap would be ideal. Anywhere from $500-1,500/m.
Beach House would be nice
