How the heck does facebook allow this, but yet my dating ad with a little cleavage showing doesn't get approved!!!!

Notice that they only have 3 friends. Not every picture that is uploaded to Facebook is manually reviewed by a Facebook employee, they instead rely on users reporting content. However that ad you are talking about is reviewed manually.
