Let's say there is 1 million google searches, and you want to be on the first page, first position. Can you do this by ONLY having index.html, fully blank page, no meta tags or anything, just a page title? (and not using xrumer, etc)

I am currently ranking a page that just says "keyword" on it, literally no tags or anything, just index.html has "keyword" in plain text with nothing else. There is no competition though.
