Need some help with a facebook competition (if you have an account/accounts)

If I were facebook, I would:

Set-up some kind of bogus "contest" that encourages people to "like" a particular thing, and then I would have my security people monitor the "contest" so that I could identify who the black-hats were, and the methods they use to accomplish their goals, etc...

Then I would ban anyone connected to the black hat operation, and consider legal action against the ringleaders.
