I have no idea how stupid this question is but let me try and explain it the best I can. Does anyone know what kind of site this is?

I was wanting to create a site kind of like this one but can't figure out how to do it. Would I need someone to create a site like this for me? I am wanting to make a website that I can pretty much do the same thing. By same thing I mean navigation bar on one side. On the front page have tons of little thumbnail pictures and when you click each one it will bring up a bigger picture with information on it.

I hope this question makes sense.
