I am trying to simply switch between several proxies (preferably USA proxiues)

I was using the program ProxySwitcher, but it seems to crash a lot.

Anyone know how I can buy a good proxy list and perhaps find a good program to tell my computer which one to use?

Is this one any good?

Try looking in the buy proxies section here.... mrtoronado and justone both offer that.
