Cartoon a Picture?

Does anyone know how to take a picture of someone and add effects so that it looks like it was painted (not really cartoon...not sure how to describe this though).

I'm sure some of you know what I mean...and yea and help is appreciated

yea I don't have photoshop though...well I do but not on a computer I have with me right now and I need to get this done in like 30 mins.

Photobucket has an editor, it can cartoon and you can adjust it to make it look really professional. Hope that helps.
