Good free project management software? (for outsourcing)

I am about to hire some full time workers from the philippines and I'm looking for some software to assign projects, send files and communicate through.

Any ideas?

Odesk actually has pretty good software. And i think (Not 100% sure), you will need the workers to be members of odesk, but not actually need to post up the job.

I have never used it but i believe it possibly does screen caps, Logins, Work hours etc.
