That's what I use it for...backlinks...good, bad or ugly ones. Obviously, submitting unique content to each article directory MAY increase the chance that the site will get more "credit" from the search engines, and a potential increase in pagerank for your article page. Then, that link back to your site now has more even more weight.
You have to weigh the pros and cons of the time it takes to create that unique content. Personally, I'd rather just take that time and distribute 100 more articles. I use article distribution as kind of a spray and pray mentality going for volume of backlinks rather than quality.
With that being said, there are ways to increase the quality of your backlinks. You could submit your article links on some of the bigger/better sites like ezine articles to social bookmarking sites. This will get you more traffic as well as a heavier weighted backlink.
With respect to the supplemental index, it's a fact of life. You may distribute to 1,000 sites and only get 100 backlinks b/c your article page ends up in the supp index or just not found at all. One thing I'm playing with to increase link saturation is downloading my backlinks from yahoo, which typically finds/indexes many more of my articles and backlinks, and dumping the URL's in the CSV file into a pinging tool. In a perferct world, pinging those sites will bring their existence into light for G00gle as well as yahoo...still testing
