This comes with experience. You learn to spot the good links.
Usually, if a page will allow anyone to get a link, it will be a subpage like:
www.website.com/widgets/blue-widgets-good-news
or
http://www.website.com/2009/01/01/bl...s-here-to-stay
Avoid sites which are just:
www.website.com
The best way to learn is by experience. You get good at it quickly.
Agreed with you high quality PR backlinks are better than millions N/A PR backlinks
The problem a lot of people have with this method is that they can't find a place to start looking.
Here is a good place to start, with thousands of spammers to follow:

The site is no good as it's nofollow, but the fact I'm not using it is the reason I can post it here. Pick and choose from these comment spammers and see what else they have to offer.
Great method to get backlinks.
For those who start using this to get backlinks the problem is that it is hard to find a spammer who spams not only nofollow blogs but some d0follow too. Just keep trying and eventually you will find one. From there it is easy to find spammers who spam ******** blogs.
Also sometimes you find ******** backlinks on a pr0 page. It's a good idea to do site:www.example.com search in google and then sort pages by PR using seoquake. Might find some pages with high PR.
@Micallef Do you still use backlinkwatch to see website's backlinks?
The problem with it is that it doesn't show more than 1000 backlinks.
On yahoo siteexplorer i can sort pages by PR and see all backlinks however there i don't see if the backlink is nofollow.
Isn't there any alternative?

Even better, build a few honeypot blogs that allow d0follow comments and see analyze the sites that are commenting on them
