Yes, Google has unlimited funds but think a little. How they can determine the quality of the article? Impossible. They can`t judge if one article has 5 grammatical mistakes and another has 3 grammatical mistakes and it should rank higher. Google can`t judge the value of the article if it`s useful for readers or not. But they can value the user experience (they can value it better if you have WMT and GA installed) by the bounce rate for example. If you have "high quality" article and the site looks like s*** (the design, used colors, many distractions like ads, popups, bad navigation and hundreds of other things) then you have also high bounce rate and 0 value to user. Google is an algorithm and follows exactly what it has to follow. And it only follows onpage (site and content structure) and offpage seo (backlinks).
