Which way is best to build valid backlinks to join backlinks ? or should i ask if they accept expired domains in the first place ?

I have never used that site, as a publisher or advertiser, but it looks like you'll need to create some high quality web sites with good original content, increase the PR of the site with backlinks to it, and then sell links on your site.

Just buying a domain isn't enough - you need to build it up to be attractive to advertisers and valuable to them.

thanks, i made some good content, but the question, do you think there's a place where i can buy good backlinks not just some thousands of backlinks for low cost ?
