First, when you start off your seo backlinking plan (blog comments, article directories, building web 2.0s, profile links, etc)
Do you switch between proxies regularly? Or do you just stick with one proxy?
And also, for blog commenting, do you prefer :-
1. Manual blog commenting to pr 3+ blogs with less than 100 OBL [OR]
2. Using SB to blast?

Proxies needed for manual blog postings too.
because some ips will be tracked and mostly the site moderators will ban our ip.

Proxies are really important for most automated posting tools like scrapebox. Reason being, you're submitting, harvesting, checking PRs of thousands of sites therefore one (or even a few IPs for that matter) won't cut it.
If you're doing mainly manual submissions initially you can get by with your original proxy. If you're really low on cash check if your ISP provides you with a dynamic IP, if they do, restart your router whenever you need to.
If you have some cash but don't feel like paying a monthly subscription for IPs look into one time IP harvesting tools. They require a little work but are indeed cost effective for sole users.

You could submit to a list of directories with the same IP, as they're all different sites. And you can also get away with posting to multiple 2.0 properties with the same IP, but account creation must be done through multiple IP's.

Proxies usually have a short life span and burn out quickly, make sure you up-date them regularly.
When you build a good base of links, try looking for options to develop links to authorities (.edu, .gov)

1 time ip harvesting tools - Does that include scrapebox?

Thanks ! Just the info that I need. But how often should I switch my proxy? Once a day? or it depends on how much backlinks I'm building per day?

Just scrape them with Scrapebox or get some daily free proxies on BHW.
