This site has crazy amounts of backlinks to his weebly site. Obviously this guy has done some serious spamming. This is what majesticseo says about his links.

Seriously mate, there's a couple of things you could do to help outrank it:
1. Create your own Web 2.0, and promote it.
2. Find an expired high PR Web 2.0 and claim it.

Only 1 way to know. Create web 2.0 profiles with same content, and do similar backlinking for all. Wait for some time, and see the results!

Do you mean the (root) domain weebly.com of one of its site? I thought it was the latter, but the screenshot seems to be referring to the former.

Look at it this way, it took 98 million links to knock you out of first. Not bad.

Well no, majority of those links might just be genuine. The links that OP is referring to belong to weebly.com, and not a single page or subdomain of the site.

Good info as far as I'm concerned. That means weebly backlinks have a certain dominance in serp.
