Well depending on your OS i would put 2gb each for starters. If you are using server 03/08 or win XP i doubt they can use more. If you think the programs run slow you can always give them more.
You can turn your back on people, But youll never turn your back on commission.
If you want to use all those programs, I suggest getting a VPS with a good port and nice RAM / CPU.
But, you could set up a 1.5-2gb RAM VM for each. Btw, I suggest using VirtualBox over VMWare, that's just my own opinion though.

SenukeX - License 1 - 2GB
SenukeX - License 2 - 2GB
SB + NHSEO - 1GB (grouped together)
AMR - 1GB
Total: 6GB / 4x VM stations
Give SB around 5 GB and divide rest on other tools

I'm curious why you would run several vmware for running those BH tools?
Being vmware is going to give each of those different instances their own separate machine ID ... is your intention to run say 5 copies of AMR, 5 instances of scrapebox, etc?
Because you can run 2 or 3 or 5 instances of AMR from your 16 gig ram computer and you're only paying for one license, and you can run 2, 3 or 5 instances of scrapebox from your desktop and you're only paying for one license. But if you stick them all on different vmware instances, they're like different machines and you will end up having to pay for multiple installation licenses.
A better way of accomplishing what you are wanting to do is to run a little hack that lets you log into your own computer multiple times via remote desktop (will depend on what your OS is) ... then you can remote in to your computer like 3 or 5 times and then you're running on the same machine code. I can run several AMR instances like this or scrapebox, and it works because its the same IP address and the same machine code.
In fact, all those folks out there selling the VPS that comes with pre-installed senukex, amr, xrumer, scrapebox, etc. ... this is how they accomplish it, because everyone gets their own instance of all these tools on different logins, but in essence it is all the same machine code on the same IP address.
Just something to think about.
By the way, you have to do that hack because normally Windows will only give you one simultaneous login at the same time. Meanwhile you could run terminal services, but you only get like a 6 months trial of that before you need to buy terminal services server. But there are various ways on several operating systems to bypass this and let you log in several times simultaneously. I do this now on windows 7, but I've done it in the past with xp.

personally I'm biased towards a separate VM for each function - regardless of RAM allocation easier to clean and reset each task, as well as it's kind of like managing separate computers and easier to workflow (hate having to restart the VM because senuke needs a clean when I'm in the middle of a large scrapebox run)
consider separate hard drive's for the VM's - personally I've found that hard drive access is the biggest bottleneck for running multiple VM's - even with 2GB the VM's still organize info onto page files / etc. that bogs down the main HD if you're just running 1

I don't see the point of splitting machines according to softwares.
Here is use 1 dedicated computer for SEO tools which are not requiring much bandwidth (senukeX for exemple and also AMR but this one is more because it is unstable) and then i use a VPS for SB (several instance) and no hands SEO. I access my VPS through the SEO dedicated computer.
I use VMware to run softwares with possibly some virus in it.
Ram is nothing when u sharedc resources upgrade ur cpu first else all vm's will
slow as hell a friendly advise
