Hi guys... I just open new paypal account.. And i linked it to vcc...

Here paypal says

We charged $XX US or equivalent to your Visa X-2XX1 card to make sure it's yours. The charge creates a unique 4-digit code that will show up on your card statement within a few days.

Steps to confirm your card and complete Verification
Retrieve your 4-digit code from the description field of your online credit card statement. It will appear after 2-3 business days as: PP*XXXXCODE (e.g. PP*1234CODE).
Note: If you can't check online, check your paper statement when it comes.
Log back in to your PayPal account and click Get Verified.
Enter the 4-digit code from your card statement.
After you've successfully verified your card, the small charge made to generate the 4-digit code will be reimbursed to your PayPal account within 24 hours."

When it comes to debit or credit card i need to login to my local bank.. How about vcc? From where i must login to see the 4 digit code?

Get it from the guy you got the VCC from

You do not send money to vcc it has 1.95 to validate the paypal acc and you will add the code from the source you bought the vcc.
