Whats the best way to build them? Im always confuse with the linking system.

So Tier 1 is say Blogger,
Tier 2 is Ezine article.

So in Blogger you put an anchor text to link to your money site. Tier 2 is an anchor text linking to Tier 1, Blogger.

Then blast all the Tier 1 and Tier 2 with scrapebox,xrumer,social bookmarking?

There's lots of ways and no one set way to build your tiers. The best way is to diversify your links and tiers as much as possible. Build links everywhere to everything. Concentrate the web 2.0 on your money site yes but mix them up in other tiers also. Don't want to leave a footprint for Google...

Yes it is, but like @pokerjk said are true
You can find a lot of thread on BHW like "How i rank on 1 page google in one moth" and so on that will show you their methods of backlinking to page one, search it..
Im doing Backlinks with those tips plus with my own ways and yes im seeing a good result from my own test..
Im spending 1 month to study about this and rank my 3 blog to 1 page Google..
Which im suggest you to do too..experiment by urself by using some tips around BHW..
