How would someone go about making a high PR blog network?

What would be the best way to do this? Do people actually sell these networks? Couldnt a person just go and buy a bunch of high pr sites? I imagine this would get quite expensive...

Yes a person could just go buy high PR sites. Or they can register a bunch of websites and make them high pr through link building.

Wouldnt it be worth it if you owned your own high pr network and just used the links for your own sites? So there is more juice. So you would have permanent high pr homepage links permanently. Or is this stupid thinking?

It depends if you NEED a high pr network based on the keywords you are targeting. If you are targeting the keyword "Sex" or "Viagra" or "Casino" then building your own High PR network isn't that expensive in the long run. If you are targeting "Best Pizza Store with Delivery in Manhattan", then you probably don't need a high pr network so it would be a waste.

Some high pr networks can charge you like $500 per month and you aren't even getting the full benefit you think you are. So if you imagine $500 per month X 10 clients = $$$$$$$$$$$
