You don't change your IP you ISP does depending on the type of service you are using. For my part, I run a few dating and social networking sites as well as a site to do software support. I am currently working on exactly the issue you have raised in this posted. If a new member signs up for one of my services and they use a proxy, I am assuming that they are either a spammer or scammer and block them from registering on any of my sites. I have been monitoring the "bad guys" who have registered and almost ALWAYS when a proxy is used, I can bet it to be a spammer. These days its really easy to check out spammers because the internet is now full of information about them and doing a search engine lookup of an IP address will generally tell me whether or not they are listed some where. Three or four years ago, that was not possible... and I struggled for a long time to try to provide a safe environment for my members and now it is a lot easier to check on an IP address. From my perspective, hiding your IP address may return a result you might not expect... fyi.
