Odd 'Download' backlinks?

More and more I am finding backlinks that look like the following

Some how the above sites have links (with optimized anchor text) to an individuals site I am analyzing. If you try to browse any of them, however, a download is started. How are link builders creating these links?

I guess those are PAD file links.

But they are of the high end variety; not just a random siftware depository.
 
Does anyone have an idea on how to create PAD files for the above links? They are of good quality but I am unable to find any place to submit a PAD file. These are essential program mirrors on a particular sites server correct? Is it a matter of becoming an approved mirror site?

Some the site's I have analyzed show a number of these high quality PAD file backlinks. But I am unable to find a submission page anywhere in the domain/subdomain.
