I worked in the industry as a developer for a while.
In short, it is safe to use single proxy and single email address for things
like bookmarking, web 2.0 and article directories (NOT for XRumer/Scrapebox).
Remember, Web 2.0 sites development teams have many other more
important problems to deal with than monitoring IP and account
connections. The developers are usually lazy and the most that they
do is limit the number of accounts you can create per IP per day or
something as stupid as that.
Only if a site is seriously spammed then they take counter masures.
But banning IPs can seriously backfire in terms of customer satisfaction
so rarely they will ever do this.
