Broad answer would be, no, you won't find something like that on a "private proxy" seller basis. I might not be aware of one but if it exists, I'd be surprised. However, most proxy providers that run Squid or any other type of proxy software will tell you the city in which the server's datacenter is located. Most, however, won't mix those proxies and if they do, it'll be a limited to maybe 5 cities (different states of course) max.
Your best bet would probably be a bn proxy provider and using proxy management software that is capable of utilizing a geoip DB to scan the live list and sort them by city/state. I would assume this is for CL. Good luck.
