SEO For Forums

I run a few forums that are basically dead because I can't get them off the ground. I've been doing SEO for them for the past 2 weeks and some of them a month. I'm targeting keywords for the forums, building web proprieties, backlinking them, and getting a few thousand direct backlinks and while I see a small increase in traffic I'm not getting any forum activity. Has anyone here been able to promote a forum to activity using SEO?
