Creating a blog/website for dads business

My dad runs a construction business and i have a search term i can rank for which gets 390 global monthly and CPC is 5.93. The keyword is similar to such as "vinyl siding california". For such a business for me to get his customers, is it normal for me to have only 400 global searches per keyword in the area? How do I optimize the keyword "vinyl siding" for all the towns in the area (Such as "vinyl siding los angeles", "vin siding san digo", etc.)

There is no 'normal'. It depends entirely on the size of the market.

Consider trying to rank for 'vinyl siding' without the geographical keywords, and let G do that bit for you.
If you want to try and target the geo graphical terms then make sure you have plenty of content so the keywords aren't stuffed, and stick to the normal 2-3%. Have seperate pages/articles which have the different areas mentioned. Testimonials are a good way to get such geo graphical terms in the text.
Use anchor text in your backlinks as normal.
 
I agree with Mr. Dexter. I built a site for my dad's business which is geographically limited by the size of the product he deals in. But I've been able to rank well for some keywords that get him calls and traffic from around the country.

I made sure to include his geographic area in the articles on the site as well as mixed up the anchor text for his backlinks. So far it has worked well for him.

I also made sure to make a youtube video for him and add him to Google Places.
