method to rip competitor website and upload

is there anyway I can rip my competitor website including all the internal site links etc so I can use this in a html editor to change the site and make it look like my own,can i then upload this so it is same as competitor site except for the changes I made,also would it copy the backlinks also?Let me know as i got a good idea on this one

You will need to make sure you get the css and image files also this doesn't work with php sites.

what are the css and image files?please help me bro i just want a software that will download a website EXACTLY so if i uploaded it after ripping it then it would just look identical if i uploaded it,please help boss
