Is there a program?

Hi everyone,

I am looking for a software, or something that could build me a site like retail me not or god coupons, that can allow for visitors to submit things to the site, I saw a php thing a while back, but I cant seem to find it again,

Does anyone have any suggestions on how to do something like this? I really dont like wordpress, and I have xsitepro but I dont think it has the capability to do that either
