actually it depends from what country you are, paypal allowed few countries to verify with local bank account,

you can verify your paypal easily via a virtual credit card.

Detailed information on this would be really appreciated, many people here (like me) need to verify paypal accounts. Is there a way of getting an US bank account without being scammed?

I don't know how to get USA bank account... Lots of scammers are always trying to scam people so I just avoid it... Still there are few options which I am aware of like HSBC bank... They provide you bank account in USA even if you are in some offshore country but you will need minimum balance of $10k in your account... They will need your credentials before they open your bank account so no anonymous kinda stuff...

For paypal just buy some VCC and attach it to your paypal and once they charge amount ask your provider to give you expuse number (4 digit)... Once you get that number you can input inside your paypal and it's verified account...
