That's a little bit like asking "Isn't selling stuff the best way to make money?"
It's true as far as it goes, but "affiliate marketing" just means selling for others online.
How you go about that selling is the variable you have to learn to tackle.
Pick a method that appeals to you, dive in and stick with it till you wring a profit out of it. Repeat again and again.
Once you master one technique, then move on to the next and repeat the whole process.
$1000 is a dangerous number. It's enough to get you started, but it's also just enough to make you lazy about learning the basics. Don't outsource until you're qualified to judge the quality of the product you're receiving from your outsourcees.
Can you write an article for a blog that will get buzz and rank on the SERPS?
If not, how the hell can you tell whether the one you just bought from an "expert" writer will?
Can you optimize and small adwords campaign to be profitable and make $5 a day?
If not then why the hell would you spend $1000 on adwords?
etc etc.
In other words: read more, try stuff on a small scale, when you find success repeat and grow.
It's not a magical solution but it works.
