yeah not offshore and their prices aren't as good as they sound. The hardware specs aren't bad for the price (the dual cores) but have a look at their bandwidth pricing. Their most expensive dual core setup only comes with 3000gb monthly transfer.
Personally, I never buy hosting that limits my monthly data transfer. Instead, I buy a dedicated bandwidth throughput commitment. For instance, I run a bandwidth test on all the services I'm currently using the machine for (or i just estimate). So if at my peak I am using 20mbit of throughput, I will purchase a server with a 30mbit commit burstable to whatever the port speed on the box is (100mbit or 1gbit), and as I require more throughput I buy it.
If you're going to go this route, you always want to make the provider give you access to a test server so theat you can ensure the provider is capable of providing the throughput you're purchasing.
