Default Multiple C Class IP Hosting providers?

Hi Guys,
I was looking for a provider for multiple c class IPs..
Here are the ones I found:

SeoHosting.com (A hostgator company, but too expensive)
SEO-Host.com (Pretty cool, cheap and nice)
Hostbrains.in (doesn't look like a professional company)
Indianets.com (once again, too expensive)

SEO-Host.com seems to be the best right now with their 15 C CLass ips for $45/mo.
however, i'd want to look around a bit for any better deals..do you guys know any providers?
I am not looking for someone with multiple reseller hosting accounts across different web hosts who would host my websites. I'm looking for a professional multiple c class ip provider.

some hosts will provide as many IPs as you need, free of charge. fdcservers.net does this. These hosts that are marketing SEO ips are just trying to cash in on peoples' ignorance.

How would these hosts bypass ARIN justification?

Nope, they give just 64 IPs max.
Also, we need to give an explanation as to why we need so many IPs...ARIN doesn't think SEO is a reason good enough!

Put down SSL, MX, FTP, proxy, SFTP VPN. I have filled in so many requests for more IP addresses I think my company has about 150 in total used at about 3 different datacenters. Most big providers have multiple ranges so smaller providers might have problems, but if you order than at different times some times you can get lucky.

123.123.123.1 and 123.123.123.2 are in the same C-class.

123.123.123.1 and 123.123.124.1 are in two different C-classes.

hostnine.com - cheap C-class IPs, however - very pooor support.
