If I were stuck in your situation, I'd put a 'job' out for bids in the programming areas at places like elance dot com or guru dot com, rentacoder dot com, etc.
You can get bids from programmers with verifiable references, and the site holds your money in escrow until AFTER you check to see if the source is working.

You can go back and forth as much as you need until it works right.
I've done this a bunch (not decrypting code, but hiring someone to do stuff I don't have time to do) and it's amazing how cheap you can get things done. I have offered/paid as little as $25 for a simple code project...and had 15 bids.
PS. Don't try to stiff anyone: that's not blackhat, that's being an a**hole.
