So how exactly backlink tools work? Do they actually go and submit link to each and every site? Like going to a blog and commenting with your website URL?
What is the back end mechanism of their working?

Basically I am asking from development point of view. I am a developer and can easily create any of these tools provided I have the back end knowledge of SEO, back links e.t.c. which I do not know much about.

If you search for those tools they will tell you exactly what they do. The majority of those tools' functions submit your site to anywhere that provides a link back to your site. These tools either use an automated web browser or packets to automate websites. I do online marketing programming but I'm not really sure I'm getting you. It sounds like you need to read up on SEO? If you go to these product pages they will tell you exactly what they do and what they feel works.
