Dedicated or VPS Windows? What do you think?

now I bought the VPS on volumedrive. It didn't say that its linux, so I presumed it was windows. Was linux and can't use it.

So they said they have a windows DEDICATED for $40/month:

AMD Athlon X2 4200+(Dual Core)
2 GB DDR2 800 Memory
250 GB SATA Hard Drive
5 IP Addresses
10 MBPS Unmetered or 100 MBPS / 6,000 GB
Free PLESK 30 Domain License ? Windows or Linux

Should I get that (as I could upgrade later)

or just get the windows VPS from xsserver
