Get yourself an account over at simplicant(dot)com - trust me on this, you only need the free account.
This site does everything you need in one place - only problem is that it's a hosted service and I really like to have the things I use under my control. If they sold the software I'd buy it in a hart beat.
Anyway, back to the tip.
Using the sites listed in the OP above, what you do is either scrape the email addresses of the people you are interested in contacting, or post a job ad.
The job ad and the email basically say the same thing, the important bit is that the ending is something along the lines of:

What you should be doing is monitoring every step of the process.
If a person emails you back, you make a note of it and just send them an email. Either saying something like:
The job role is such that I need people who pay attention to detail and can follow instructions, my email asked you to go to the link stated - not to contact me.
Or you could just point them to your simplicant(dot)com link.
Keep the job ad and email short (think of it as a two step classified ad process), you'll use your simplicant site for a longer job ad. Also, as you go through the hiring process you reveal more and more of what is required qualifying each applicant at each stage.
You basically create a hiring process which allows you to weed out the flakes and the bums from the people you'll hire.
