No, they don't "accept" it. The point is that they don't auto-check it, so as long as you aren't giving them a reason to dig deeper into your accounts, they won't know.

There was a thread about someone linking same paypal email address to around 30 AC accounts. All of his accounts were banned so you need to be cautious

Is it possible to have accounts created, content submitted get an offer and accept it?

And when the payment is pending I create a new PP and send the money there and then send it to my own?

you can do that but you will have to find an account type that can xfer funds without having a valid cc/bank connected to it. USA basic account forces you to verify in order to xfer money out (but theyll be more than glad to let you send it in >.>)

If the pp-account is non-US, is it possible to transfer without cc?

Add some email addresses to your PayPal account and use the new email addresses for each AC account. If you are using multiple PayPal accounts then be careful they don't get linked- keep cookies, lso's separate and change ip with every login
