I mean pay per lead affiliates where user is not asked for Credit card to sign up

Your question isnt too clear: are you looking for affiliates who can promote a pay per lead program, or groups of ppl willing to sign up to your free pay per lead offers? (no one would do something just for the heck of it/ just for free, but for a small incentive, maybe)

I mean in which network i can find pay per free sign up offers also called CPA but those where users I referre will not be asked for a CC

Nearly every CPA network has cpa offers which only require an email address and/or zip code. I suggest you go to Ruck's blog and sign up to the CPA networks there if you haven't already.
