Just wondering if it is allowed (in general) for me to use twitter marketing to advertise CPC or CPM links, and if so, which companies would be the best to use?

Make the links on your money site, en promoot your website.
the traffic com from your site,, every affiliate network or cpa, thats the best

there are CPC networks specialized in twitter such as revtwt, sponsoredtweets, twtmob, mylikes etc., check 'em out

I want to blast the link using at-mentions but I think these companies require me to use a real twitter account with many followers.

What i really want is to be able to target an offer to a target audience but use a cpc link as opposed to an affiliate or cpa offer.

Any ideas?
