Need advice on where to get affiliates

I have recently started an affiliate program for one of my sites, but I'm having trouble getting people to sign up as affiliates. Where is somewhere I can get people to sign up without a paid ad?

Find forums related to your affiliate program, put link in signature.

market it like you would anything else. most affiliates want to see something work before they sign up and spend time putting it up on the web to find out its not worth while.

With new programs it will take a little bit before it will really take off.
