For leads that will sign up to a site, and maybe even give there credit card or make a small purchase...but then will never visit the site again (using incentives) which affiliates are good for this?

No affiliate program will be good for this. The end merchant will see that your traffic is losing them money and then either pull you from the campaign, or worse you will get booted without pay.

You can pull this off with poker rooms that offer CPA without any required rake points to be paid. After two months though they will shut your account down and keep any payments you have not cashed out (you usually can cash out once per month). So you usually can cash out two times before they close your account. But act fast because most rooms are getting rid of CPA payments.
