Adwords Coupon Question

I am planning to buy some coupons on Fiverr, maybe 3.

I know I need to use separate accounts with USA billing and proxies.

My question is:

Can you have multiple accounts pointing to the same website hosted in a country that is not USA?

I suppose that is 2 questions after all, but any advice would help before I buy.

To answer your question, I don't think you can have multiple accounts pointing to the same URL at the same time. You can, however, run one campaign with one coupon then delete the account and start over with a new account. But remember, the new adwords coupons require you to put 25 dollars of your own money in first. There's a good chance you'll get banned before you even get to use the coupon if you aren't careful/experienced. I'm sure someone has figured out a way to negotiate all this with virtual credit cards to cover your tracks, but it's still possibly a money sink.
