How to Check if Domain is Blacklisted?

Is there a way to find out, before buying a domain name, if it has been blacklisted by Adwords? My brother just bought a domain. He set it up in his years-old, in good-standing Adwords account where it got an immediate QS of 1. Every keyword he added got a QS1 and within a few hours the entire account was banned.

He didn't use a voucher. His account was long standing, probably 3 or 4 years old. He just did what he always does, added a domain, set up ads and kws, etc. And wham, the account is suspended.
 
Mystery solved. We apparently had old ads with links pointing to now non-existent websites/pages. They were paused but never deleted. The rep said to clean out the account, and we should be reinstated.
 
just put it in adwords campaign , if it is blacklisted you ll know :D
