I put a keyword into Google search and didn't find any paid ads. I then put the same keywords into Adwords Keyword Tool and the estimated cpc cost ranged from $1.00 to $3.00 per click. I'm confused, why are the clicks so high when there aren't any ads showing up on the search? Anyone know why?

First, just because you don't see ads when you do a search, doesn't mean they don't exist somewhere in the world or have never existed before. It just means you are not being served any at this time for a variety of reasons, one of course being no advertisers serving ads right now. Doesn't mean they don't exist, just that they won't or can't right now.

Second, the estimated CPC in the GKT is just that: an estimate. It uses historical data (those advertisers in other parts of the world and in the past I was referring to). It also assumes that your Quality Score will be average (QS = 5). But if your QS was higher, you'd pay less.

There are restrictions on certain kinds of keywords. Addresses, public utilities, drugs, etc... are not allowed or have specials conditions on their use.

Somewhat related, ads may only appear on the bottom of the page if there aren't at least 4 advertisers.
