My Adwords account is banned and I used to promote multiple sites using this account. If I apply for a new Google Account and got approved. Can I still promote my sites that was associated with my older Adwords account?

Well, I do promote one site now, which was on an adwords acc, that got banned. No problems so far(2-3 months now). The second adwords account is not new though. Maybe if you use it on new adwords acc it will rise some red flags. Especially if you're using vouchers also.

it works with plenty accounts. but once landing page got suspended. it wont work

Never mind, get any other domain and 301 redirect to your specified domain. I think that should work. (let me know if am wrong)
