No, he meant the display (also called content) network. The search partners are search. You may want to turn it off depending on what kind of response you get from them. In some cases, you get better ROI from the search partners.
Back to the display network, it is a very different animal than search. Think Facebook ads. There are huge differences between the two and you should never mix search and display networks in one campaign. What you should do is have a search only campaign and, if you want to use the display network, have a separate campaign for it.
