I guess Google don´t wan´t people to earn from selling their Adwords vouchers.

Have any one got in trouble with Google by selling/buying vouchers, or heard of some who had?

Nope, you can't get in trouble, there are people who sell thousands daily, never got in trouble.

What about paypal, if they can see it´s payments for vouchers, could they then close the paypal account?

Of course you can.

Google provides coupons to certain businesses for free in order to promote Adwords. By joining their program, the terms explicitly say you must give those coupons away for free, not sell them or risk getting kicked out of the program. Since they are numbered, each coupon can easily be traced back to the "seller". If a seller is banned, that coupon can be easily be voided. The poor buyer may find his coupon is worthless.
