I have a site with adsense on it but I want to put a link locker on one of my CPA offers for a country redirect for countries that can not do the offer, but would this be with the adsense terms?

Nope not ok. I believe its against TOS. I'd suggest focusing on one or the other per site - either CPA or Adsense

Not a good idea...Google does not allow such practices on any Adsense site,they will ban your Adsense account.....sooner or later.

dotn do that mate if you do this than get ready your account will ban with in week always play fair and safe with google and adsense

Dont put a link locker specially if you use wordpress..
